Land Minister Kim Yoon-duk and Seoul Mayor Oh Se-hoon are set to meet on Sept. 20 to discuss follow-up measures for the government's Aug. 13 fast-track housing supply plan, bringing a growing standoff over Seoul development policy into sharper focus. At issue are more than 73,000 additional housing plots the government plans to announce by year-end, with disagreement centered on whether parts of Seoul's greenbelt can be released, whether housing should be built in Yongsan Park, and how many homes should be included in the Yongsan International Business District. The government says consultations with local governments on candidate sites are effectively complete apart from administrative procedures, while Seoul says only working-level talks have occurred and that it never agreed to greenbelt removal. Kim has argued there are no legal or institutional barriers if public housing exemptions are used, even as he said he would cooperate with Seoul as much as possible. He also signaled pressure to move ahead despite the city's objections. Another key fault line is Yongsan, where Kim said housing supply could be reviewed across all of Yongsan Park, including Yongsan Children's Garden, if issues such as consultations with the U.S. military and soil contamination cleanup can be overcome. Oh has rejected that approach, calling the park a national asset that should not be used for housing. The two sides also remain split over density at the Yongsan International Business District, where the government wants 10,000 homes versus Seoul's preferred ceiling of around 8,000. Kim further said the government accepted eight of 10 deregulation requests from Seoul on private redevelopment and reconstruction, leaving disputes over transfer limits on union membership status and higher floor-area ratios (building area allowed relative to lot size). He also raised the possibility of a package deal. Observers say that if the Sept. 20 meeting fails to produce common ground, uncertainty could spill over into the late-September or early-October announcement of additional housing sites and the timing and scale of Seoul supply under the Aug. 13 plan.
