TSMC’s expansion in Kumamoto is accelerating a Taiwan-Japan semiconductor alliance, with Taiwanese suppliers entering Japan and government support helping turn Kyushu into a chip hub known as Silicon Island. Taiwanese direct-investment approvals in Japan rose from 99 cases in 2024 to 128 in 2025, while a public-private program plans to invest 68 trillion yen, about 591 trillion won, in semiconductors by 2040. The Treasury General Account (TGA), a U.S. government cash account at the Federal Reserve, is being considered as a funding source for long-term Treasury bond purchases proposed by U.S. Treasury Secretary Scott Bessent. The account holds about $950 billion, above the $600 billion target set under the former Biden administration, although officials say short-term Treasury issuance will ultimately remain necessary. Samsung Electronics and SK hynix presented different approaches to easing high-bandwidth memory bottlenecks at Hot Chips 2026: Samsung proposed custom HBM and expanded base-die functions, while SK hynix focused on advanced packaging, hybrid bonding and thermal management. Separately, Bessent described a U.S. campaign against Iran and countries that finance it through Iranian oil purchases as an economic D-Day. Iran’s Mohsen Rezaei warned that continued economic warfare could halt all crude exports and said countries supporting the campaign would be regarded as committing an act of war. China, which bought more than 90% of Iran’s crude oil exports in 2025, remains unlikely to join the U.S. effort, while Chinese and Iranian officials have discussed sovereignty, reconciliation and dialogue.
