Hoeya Dam in Ulsan has been selected as one of the government’s new dam projects, securing 85.5 billion won ($62 million) in central-government funding. The Ministry of Climate, Energy and Environment announced the final project list on the 27th after reviewing seven candidate sites unveiled last September. The plan will install five floodgates, each 20 meters wide and 7.3 meters high, on the dam’s existing spillway (channel for releasing excess water). The gates are expected to add 8.1 million tons of flood-control capacity and reduce peak flood flows into downstream urban areas by about 20% during heavy rainfall. Total costs are estimated at 95 billion won, including 9.5 billion won from Ulsan. The project avoids raising the dam body, meaning regulated areas such as water-source protection zones and downstream flood zones would not be expanded. Ulsan plans to accelerate administrative procedures and seek an exemption from a preliminary feasibility study, citing the urgency of disaster prevention. The city’s lobbying intensified after severe drought reduced Hoeya Dam’s storage rate to the low 20% range, placing drinking-water supplies on an emergency footing.
