Toly backs SGP 003’s 0.1-lamport fee change for Solana

@Toly said SGP 003 is not perfect but that its proposed fee of 0.1 lamport per 10 CUs fixes a real problem. He said the disputed end state is not even on the table for two years and argued that the immediate change should simply move Solana’s fixed signature fee to CU-based pricing.
