The Ethereum Foundation’s Protocol Cluster has issued its first unified ranking of all 62 Ethereum Improvement Proposals (EIPs) submitted for Hegotá, the upgrade planned after Glamsterdam. The framework uses S for features that must ship, A for proposals expected to ship, B for proposals admitted individually after meeting delivery conditions, C for items below the main line, DFI for declined-for-inclusion proposals, and TBD for work awaiting mainnet data. FOCIL, submitted as EIP-7805, was the only proposal to receive an S grade after unanimous scoring with full participation. The process involved about 60 researchers and engineers working through nine teams and individual expertise, producing 397 grades, or an average of 6.4 per proposal. The cluster’s priorities include fast finality, post-quantum security, privacy, state, and zkEVM. It aims to make Ethereum’s base layer quantum-resistant across execution, consensus, and data by December 2029, while treating a projected 2030 quantum-computing milestone as an aggressive planning assumption pending a January 2027 review with external experts. Privacy work is intended to begin in Hegotá, while client teams could realistically start implementation in late Q4 2026. Geth will publish a separate execution-layer ranking.
