The government will hold separate closed-door briefings for the National Assembly's Finance and Economic Planning Committee and its Committee on Trade, Industry, Energy, SMEs and Startups at about 9:30 a.m. on the 22nd. The sessions will cover negotiations with the United States and progress on the first project under the U.S. investment program. The briefings were delayed from the 17th after disagreements between Seoul and Washington complicated the talks. President Lee Jae-myung said on the 18th that the negotiations were described as nearly agreed but still contained provisions that were difficult to accept, and that discussions were continuing. The report is required under the special act on U.S. investment before the government reviews a project's commercial rationality, or financial viability, and proceeds. Projects lacking commercial rationality but justified by national security or supply-chain stability require National Assembly consent. The Encinal gas-fired combined-cycle power plant in Texas is viewed as the leading candidate, with planned capacity of 6.3 gigawatts to address rising electricity demand from artificial intelligence data centers. Development would begin with a 1.4-gigawatt gas turbine plant before expanding into 4.9 gigawatts of combined-cycle facilities.
