A bloc of 41 CONCACAF member associations has pushed back against FIFA President Gianni Infantino’s $20 billion proposal to create FIFA Forward Enterprise, a commercial subsidiary that would sell minority stakes in FIFA competitions, including the World Cup, to private investors. The federations said the issue is less about the idea itself than the process, arguing that a plan with an initial September 19, 2026 response deadline would reshape FIFA’s commercial model without sufficient time or scrutiny. They also raised concerns that FIFA Council, the body meant to lead governance and strategy, was not properly involved. Instead of bringing in outside capital, the CONCACAF coalition wants FIFA to use its existing reserves to increase development funding beyond the current $8 million per cycle.
