South Korea is moving modular housing from a limited pilot format to a permanent public housing supply channel, with the government raising planned orders for 2027-2030 to 20,000 units from 12,000 units. Under the Ministry of Land, Infrastructure and Transport's August 13 rapid housing supply plan released on the 17th, annual average orders through the Korea Land and Housing Corporation and other entities will rise to 5,000 units from 3,000 units. The policy also broadens modular construction from uses such as schools, dormitories and low-rise buildings to high-rise apartments of 20 floors or more, a key shift in a market dominated by apartment towers. Modular housing, which prefabricates walls, floors and piping in factories before on-site assembly, can typically shorten construction periods by about 30% because factory production can proceed in parallel with excavation and foundation work. The government said that could cut a two-year on-site project to about one year and five months, while also reducing labor dependence, weather disruptions and safety accident risks. Cost remains the main obstacle, with modular construction currently estimated at about 30% more expensive than conventional on-site methods. By 2030, the government aims to limit the additional cost to 70 million won per unit and plans to subsidize roughly half of that amount to help build scale and lower prices through mass production. It is also pursuing a Special Act on Modular Construction to revamp certification and procurement, signaling an effort to embed modular building as a long-term public housing tool rather than a one-off demonstration program.
