Russia has moved its legal framework for cryptocurrency trading, custody (safekeeping of digital assets) and cross-border settlement (moving value between jurisdictions) from proposal to implementation. The framework is in force rather than under consultation, with the change documented through Russian state channels, including an act published by the Kremlin. The Bank of Russia led earlier stages, while draft crypto exchange rules also came from the Central Bank of Russia. The framework covers buying and selling crypto assets, custody and international settlement, with cross-border activity standing out because it expressly addresses transfers between jurisdictions. The full legal text should be checked for the effective date, covered participants, compliance obligations, limits and settlement conditions. Market preparations include Sberbank planning crypto trading infrastructure by December 1, the Moscow Exchange exploring 24/7 crypto spot trading, and Alfa having launched cryptocurrency custody and trading services.
