Ukraine struck the Lukoil-Permnefteorgsintez refinery in Perm and the TANECO facility in Nizhnekamsk overnight, continuing a long-range drone campaign against Russia’s oil-processing infrastructure. The two plants process roughly 29 million tons of crude oil annually, making any disruption significant for military logistics and civilian fuel supplies. By mid-2026, Ukrainian forces had hit eight of Russia’s 10 largest refineries, contributing to lower national processing volumes and localized fuel shortages. Ukrainian officials describe the campaign as "long-range sanctions," targeting the infrastructure that converts crude into diesel, jet fuel and gasoline rather than the oil itself. TANECO lies more than 1,500 kilometers from Ukrainian-controlled territory, while Russian officials have acknowledged increasing difficulty containing industrial fires and allocating air-defense resources. Repeated strikes have also damaged or halted operations at the Perm refinery, and replacement equipment for specialized components faces long lead times amid Western export controls.
