Reps. Jared Golden (D-Maine) and Marie Gluesenkamp Perez (D-Wash.) joined Republicans Tuesday to advance a procedural rule allowing several proposals, including a Russian sanctions bill opposed by Democrats, to receive final votes. Their support was decisive because Speaker Mike Johnson (R-La.) faced opposition from conservative Republicans within his own conference. The rule passed 214 to 211; without the two Democrats, it would have failed 212 to 213. The vote marked the second time this month that Democratic leaders failed to keep their caucus united against Republican messaging legislation. The renewed defections are likely to intensify scrutiny of House Minority Leader Hakeem Jeffries (D-N.Y.) and his handling of procedural votes, particularly as Democrats seek to flip House control in November’s midterms. After the first episode, Jeffries convened the Democrats’ internal rules committee to consider changes and possible disciplinary measures, including stripping the two lawmakers of committee seats, but no action was taken. Gluesenkamp Perez is in a tough reelection contest, while Golden is retiring.
