Iran's parliamentary National Security and Foreign Policy Commission approved the general outline of a strategic action plan for the Strait of Hormuz and the Persian Gulf on Aug. 9, an early legislative step that is not yet law. Separately, Gulf energy producers are increasingly concluding that Iranian control over the Strait of Hormuz may endure and, according to regional officials, are reluctantly viewing a deal that would formalize Iranian oversight of inbound ships as less risky than renewed U.S.-Iran military action that could endanger Arab energy infrastructure and global oil and gas flows.
