The People's Bank of China has officially issued its Fifteenth Five-Year Reform and Development Plan, alongside nine supporting action plans, outlining a 2026-2030 agenda to strengthen monetary policy, widen macroprudential management, deepen financial-market reform and advance RMB internationalization. The plan calls for a more market-based interest-rate and exchange-rate framework, broader monitoring of financial risks beyond banks, a high-quality tech board in the bond market, stronger support for green, inclusive, pension and digital finance, and measures to boost consumption. It also backs deeper cross-border financial infrastructure links, development of the offshore renminbi market and a wider RMB cross-border payment system, while reiterating steady development of the e-CNY, stronger payment, treasury and cash services, higher-quality credit reporting and tighter anti-money laundering oversight.
