Shanghai has unveiled its 2026-2030 software and information services plan, targeting industry scale of 4 trillion yuan by 2030 and value-added output above 1.1 trillion yuan, with artificial intelligence positioned as the central driver of industrial upgrading. The city wants the number of local companies with revenue above 10 billion yuan to rise from 28 in 2025 to 35, software-sector R&D intensity to exceed 10%, and Shanghai-based state-encouraged key software enterprises to account for more than 13% of the national total. The plan spans AI-led restructuring of internet platforms, AI-generated software development and performance-based software-as-a-service models, while pushing digital content, online games and cross-media IP commercialization toward human-machine collaboration. It also highlights the agent economy, AI gaming, embodied intelligence, low-altitude equipment, brain-computer interfaces and other frontier areas. On infrastructure, Shanghai will advance its "Hundred-Thousand-Ten Thousand" intelligent computing cluster program, including 100,000-card clusters in Songjiang, Lingang and Qingpu and previously outlined 1,000-card clusters in Baoshan, Pudong and Jiading, while expanding MaaS platforms across finance, education, healthcare, culture and tourism, and industry.
