Slovenia has entered the European Union’s regulated stablecoin framework after Dinaro was added to the European Securities and Markets Authority’s MiCA register as an electronic money token issuer, becoming the first institution from the country to appear on the list. Dinaro is regulated by the Bank of Slovenia and provides payment services including card issuing and acquiring, while also holding Mastercard principal membership. The update lifted the total number of registered electronic money token issuers to 43. The asset-referenced token register remained empty, and the list of non-compliant entities was unchanged at 167. ESMA’s latest MiCA register update also added Czech lender Partners Banka and Germany’s Volksbank Beilstein-Ilsfeld-Abstatt to the register of crypto-asset service providers, taking the total CASP count to 325. Czech company Altlift, which had appeared on the list in early July, was removed. Under the Markets in Crypto-Assets Regulation, electronic money tokens are the EU category for fiat-referenced stablecoins, and MiCA registration is a key step for firms seeking to issue compliant tokens or offer crypto services across the bloc’s harmonized regime.
