Coinbase said it has received a Financial Services Permission from the FSRA (Abu Dhabi financial regulator) in ADGM, Abu Dhabi’s international financial centre, allowing it to establish an international tokenization hub in the UAE. The approval clears the company to arrange deals in investments and provide custody, forming the regulatory basis for a planned launch of tokenized securities. Coinbase said the securities registered and issued in ADGM will be fully backed by underlying shares under FSRA supervision, while token holders will receive full shareholder rights including dividends and voting. The company added that investors would be able to participate with a wallet rather than a brokerage account or correspondent banking relationship, and said transfers would remain subject to sanctions screening, with wallet-level freezing or seizure available where required. Coinbase framed the move as part of a broader UAE push spanning Abu Dhabi and Dubai, where it is building hubs for tokenized securities, onchain capital markets, and derivatives.
