U.S. Customs and Border Protection said the Department of Homeland Security approved a second 90-day extension of a Jones Act waiver first issued on March 17, 2026. The extension begins on August 17, 2026, at 12:00 a.m. ET and permits certain covered cargoes to continue moving between U.S. ports on foreign-flagged vessels under specified conditions. Covered products must be loaded before the waiver expires at 11:59 p.m. ET on November 15, 2026. CBP also issued an updated list of potentially covered products and said the guidance introduces substantial changes to the waiver request process, including a pre-voyage vessel availability request reviewed by the Department of War, the Maritime Administration, and CBP, followed by post-voyage reporting requirements.
