South Korea plans to give Korea Land and Housing Corporation (LH) and other public entities first refusal on leftover private presale apartments in Seoul metropolitan area regulated zones, potentially ending the unranked subscription, or "jupjup," market as early as December. The Ministry of Land, Infrastructure and Transport said on the 13th that homes left after contract cancellations or subscription-rule violations would be bought and converted into universal public rental housing, a new format meant to offer better-located, higher-quality rentals across income groups, with at least 50% reserved for houseless young adults and stays starting at six years and reaching 20 years for households with three or more minor children. The policy targets what the ministry sees as excessive windfall gains from "lottery subscriptions" created by price-capped presales, even though only about 1,600 units of 85 square meters or smaller came up over the past year, or roughly 130 a month; a recent example was 121 units in Seoul's Singil, Noryangjin and Jangwi neighborhoods that resurfaced after loan-to-value ratio restrictions and bank lending caps blocked buyers' financing. Analysts and prospective buyers say the plan could remove one of the last low-barrier routes into new apartments, while its effectiveness will hinge on how cheaply developers are willing to sell and how much financial strain LH can absorb, given debt of 173.6 trillion won and a 230.8% debt-to-equity ratio at the end of last year. The broader package also designates three new public housing districts for 27,000 units, seeks more than 73,000 additional prime-location units this year, and aims to cut the path from site announcement to construction to 37 months from 68 months.
