Earlier 2026 delays had centered on issues including third-party tokens, shareholder voting rights, dividend treatment, and market fragmentation. Chair Paul Atkins and Commissioner Hester Peirce have described the exemption as a narrow, temporary way to test on-chain equity trading (trading securities on blockchain rails), potentially supporting 24/7 markets and faster settlement while Congress works on a longer-term framework. The Senate is scheduled to hold a cloture vote on the CLARITY Act on September 15, 2026 after Senate Majority Leader John Thune filed to set the date following the bill’s shelving through the August recess. The Trump administration has said it is fully committed to passing a crypto bill in September, though stablecoin yield disagreements and other unresolved issues remain obstacles. Meanwhile, Wall Street and market infrastructure providers are still advancing tokenization efforts, including Wells Fargo’s planned 24/7 tokenized deposits and Oasis Pro Markets securing FINRA (U.S. brokerage industry regulator) approval for tokenized stocks and ETFs. The report says momentum in tokenization is accelerating, but without either an SEC exemption or enacted legislation, compliance and capital-formation questions remain unresolved.
