Texas Governor Greg Abbott said Galaxy Digital, Compass Datacenters and Montera Infrastructure have committed to follow new state standards and regulatory requirements for data center construction. The guidelines are being applied to data center projects across Texas and are designed to ensure expansion does not raise costs for residents or undermine grid stability, water availability or community quality of life. Under the new rules, operators must pay for their own power infrastructure rather than passing costs to Texas households and small businesses, address water use, avoid noise, light and traffic disruptions in residential areas, and disclose taxpayer-funded incentives tied to their projects. Abbott's office also said one developer withdrew a planned data center before construction after determining it could not meet the new requirements. PUCT and ERCOT will review projects before they move forward, requiring disclosures on ownership, public financial support, projected power demand, on-site generation plans, water sources and community impacts, with projects subject to denial if developers do not cooperate.
