Iran said the Strait of Hormuz could reopen if the United States fulfills its commitments under the Islamabad Memorandum, while parliament is due to hold a virtual session on Sunday to review measures on foreign influence, international crimes and oversight of the waterway. The parliamentary agenda includes a "Smart Management Plan" for Hormuz, following an Iranian legislative push announced on April 19, 2026 that would allow Tehran to bar vessels linked to the United States, Israel and other countries it considers hostile unless they pay compensation for war-related damages, impose transit fees of up to 7% of cargo value and fine non-compliant ships up to 20% of cargo value. The latest comments came after Iranian Foreign Ministry spokesman Esmaeil Baghaei said Iran and Oman had agreed on a shipping route map after technical talks under an Iran-US memorandum of understanding to develop a new navigation framework for Hormuz. CCTV News separately reported on Aug. 17 that Yadollah Javani, political deputy commander of the Islamic Revolutionary Guard Corps, said the strait would reopen once Washington honors its commitments under the Islamabad Memorandum.
