Binance's planned restrictions on transactions involving HTX and 10 other platforms from Aug. 23, 2026 align with a European Union sanctions measure, while Justin Sun says the impact is limited to Binance users in the United Kingdom and European Union even though Binance's notice does not state that geographic limit. Binance said it will stop processing direct or indirect transactions tied to HTX, formerly Huobi, Rapira, Aifory Pro, ABCeX, WhiteBird, NoOnecrypto, Tradex, Monease, BitPapa, Exnode and EXMO, and that attempted transfers after the deadline may be held for compliance review while related wallets face restrictions. The EU's July 23 Council Regulation 2026/1848 lists the same 11 platforms as crypto-asset service providers outside the bloc that significantly frustrate sanctions involving Russia. Sun said HTX does not conduct business in the UK or EU and that settlement talks are underway with regulators in both regions. In Britain, court records show the Financial Conduct Authority's case against Huobi Global was stayed on June 25 to allow settlement talks, while separate UK sanctions imposed in May on Huobi Global remain in force. Bitget said on Aug. 15 it will apply similar controls from Aug. 23.
