The Wyoming event is set against a heavy U.S. policy backdrop, with SEC Chair Paul Atkins and Senators Tim Scott and Cynthia Lummis also speaking as debate continues over crypto offering rules and the Digital Asset Market Clarity Act. No Ripple announcement, XRP product launch or partnership has been disclosed for Garlinghouse's Wyoming appearance. Separately, Ripple said its Swell 2026 conference in New York on Oct. 27-29 will draw more than 1,500 attendees, feature over 75 speakers and more than 50 sessions across three stages, while combining its institution-focused Swell event with the XRPL Apex developer gathering. Ripple has framed Swell around regulated digital asset infrastructure, institutional adoption and XRP Ledger use cases.
