Crypto-linked, mining, precious-metals and brokerage shares rallied after the U.S. Treasury announced larger long-term bond buybacks and renewed optimism that the Digital Asset Market Clarity Act of 2025, commonly called the CLARITY Act, could advance in September. Bitcoin rose about 6% above $68,000, Ethereum gained 8%-10%, Solana 7% and XRP 4%-8%. Strategy rose more than 12% to $104.07 after reaching $106.50, while Bitmine and Bullish gained 13%, Circle rose 9.47% to $78.52 in one Benzinga Pro report and nearly 12% in another account, Hecla Mining and Coeur Mining each surged 13%, and Webull rose 6.81% to $8.47. Gold and silver advanced as the dollar weakened, with silver also supported by electronics and solar-panel demand. Lower Treasury yields, geopolitical tensions and supply-chain uncertainty supported risk assets and precious metals. President Donald Trump's planned White House meeting with crypto executives and regulators, his call for CLARITY Act passage and confidence from bill supporters renewed policy optimism, although Senate difficulties mean no law had been enacted and sentiment-driven gains could reverse if progress stalls. Webull was also in focus ahead of second-quarter results, with analysts expecting adjusted earnings of 3 cents per share on revenue of $181.26 million.
