The Clarity Act, a bill intended to define the U.S. cryptocurrency regulatory framework, has only about a 10% chance of passing Congress before the November midterm elections, Solana Policy Institute CEO Miller Whitehouse-Levine told The Block. He said the measure is effectively stalled because the U.S. Senate is in recess and the shrinking legislative calendar is making passage harder as the current congressional session nears its end. Whitehouse-Levine described the effort as likely the sixth attempt to move a U.S. crypto market structure bill through Congress and said another failure would leave tens of thousands of staff hours spent by lawmakers and congressional aides as a significant opportunity cost. In his view, that raises the urgency for regulators to move faster on their own.
