Han Byung-do, floor leader of the ruling Democratic Party, signaled on the 20th that the party intends to revise the Special Act on the Creation of Yongsan Park, enacted under the Roh Moo-hyun administration to preserve green space in central Seoul. Han said nearly 20 years of demographic and housing-market changes justified discussing alternative uses for the site, including the government’s proposal to build quality, affordable homes there. The plan includes some public-sale units using equity-building or profit-sharing models, allocations of more than half of standard and public rental housing to young people without homes, and a new package of 3 trillion won ($2.2 billion) in annual youth future-home loans and jeonse (large-deposit rental) and monthly-rent loan guarantees. Han criticized Seoul Mayor Oh Se-hoon and the People Power Party for opposing a review of the proposal. He also accused Supreme Court Chief Justice Cho Hee-dae of undermining the president’s appointment power by delaying recommendations for Supreme Court justice nominees for 209 days and then notifying the president without consultation. Han said the Democratic Party would hold Cho accountable and review institutional safeguards. He further said the party would pursue an expulsion motion against People Power Party lawmaker Lee Jin-sook over a forum with New Right groups that disparaged the May 18 Gwangju Democratization Movement.
