South Korea's National Assembly passed six bills in its plenary session on the 20th to expand housing supply and shorten project timelines, following the housing supply expansion plan announced on September 7, 2025. The package includes the Aging Government Building Mixed-Use Development Act, the School Site Mixed-Use Development Act, the Vacant Building Improvement Act, and amendments to the Special Act on Public Housing, the Housing Act and the Real Estate Transaction Reporting Act. The new framework requires annual plans for mixed-use development of public office buildings at least 30 years old and identifies unused or closed school sites for housing, community facilities and small-scale schools. Urban public housing mixed-use projects and public housing district projects in areas densely populated by single-room occupancy dwellings will receive a three-year sunset extension, from December 31, 2026, to December 31, 2029. Other measures streamline environmental reviews and permitting, create a restructuring process to convert long-unused non-residential public development land into public housing, tighten regional housing association requirements and expand authority to designate land transaction permit zones. The laws' eventual effect on supply will depend on candidate-site selection, subordinate regulations, inter-ministerial coordination and local-government participation.
