The U.S. Treasury Department’s proposed rules under the GENIUS Act would bar a digital asset service provider from offering or selling a payment stablecoin to someone in the United States starting July 18, 2028. The measure could restrict offshore stablecoins’ access to American customers even if the assets remain transferable across blockchains.
