The Korea Exchange (KRX) plans to open a new securities market on Nov. 16 for fractional investment products backed by assets and rights including artwork, real estate, music copyrights, film production and livestock, allowing them to trade through securities accounts like stocks. KRX is building the market infrastructure and preparing participants, with simulated trading scheduled from Oct. 6 to Nov. 13. The opening date may change depending on financial regulators' approval of listed products. Investors will trade through brokerage accounts during stock-market hours, from 9 a.m. to 3:30 p.m., initially using limit orders, and the products will be subject to listing requirements. The market will bring products previously traded mainly on limited fractional-investment platforms onto an exchange. However, the November market should not be treated as a security token trading venue: its products will initially be issued and registered under South Korea's existing electronic securities system. Amendments to the Electronic Securities Act and Capital Markets Act passed by the National Assembly in January provide a legal basis for securities issued and circulated using distributed ledgers, with the framework scheduled to take effect on Feb. 4, 2027, after supporting rules and infrastructure are completed.
