Solana governance vote nears as unmerged fix targets 60% quorum error

Solana’s first governance vote is approaching, but an unmerged frontend fix is needed to correct a live 60% quorum display error. The change would replace live-stake math with the constitution’s one-third snapshot test before epoch 1021.
