South Korea is expanding its AI sovereignty strategy through multiple government-backed programs as its three major mobile carriers seek growth beyond saturated telecommunications markets. SK Telecom, KT and LG Uplus are competing for two to three “AI for All” operator slots, while SK Telecom, Naver Cloud, LG CNS and Bidraft are expected to lead competing consortia for a cybersecurity-specialized foundation model. The security project will provide the winning consortium with 256 B200 GPUs across 32 nodes for 10 months. Related Dokpamo and ModuAI programs are advancing independent foundation models and public AI services, while South Korea also seeks to reduce reliance on foreign GPUs through domestic NPUs and is phasing out 3G services.
