Norway will provide Ukraine with 85 billion Norwegian kroner, or roughly $9.2 billion, in 2027, Prime Minister Jonas Gahr Støre announced during a visit to Kyiv on Aug. 23 alongside leaders from Nordic and Baltic countries. The commitment matches the amount planned for 2026 and will mark a third consecutive year of support at that level, making Norway one of the most generous per-capita contributors among Western nations. The package is expected to direct 70 billion kroner to military assistance and 15 billion kroner to civilian and humanitarian support. The aid is provided through the Nansen Support Programme, launched in February 2023 after Russia’s full-scale invasion of Ukraine. Initially designed to provide 75 billion kroner from 2023 through 2027, the programme has since been expanded to 274.5 billion kroner in commitments through 2030. Støre described the spending as an investment in Europe’s own security rather than charity, while civilian assistance is managed mainly through Norad and international partners and military support is coordinated with Ukrainian forces according to their operational needs.
