The China Payment and Clearing Association issued the Self-Regulatory Convention for Intelligent Agent Payment Applications on Aug. 24, governing how member banks, non-bank payment institutions, clearing institutions and other participants use large models and other AI agents to initiate and execute payment instructions. The convention assigns responsibility to the provider of the payment service, requires cybersecurity, data security and privacy protections, and introduces Know Your Agent (KYA), hierarchical agent management and full-link identity transmission. It also calls for stronger model robustness and traceability, enhanced anti-money-laundering and anti-fraud controls, and stricter authorization and risk-management measures for vulnerable groups including older people and minors. The convention took effect on the date of publication.
