The U.S. Department of War increased its commitment to US SIIE LLC from $500 million to $750 million, bringing total capitalization for Brazil’s Serra Verde rare-earth mine to $1.55 billion. The package includes $300 million in Defense Logistics Agency purchase commitments over five years and up to $500 million in bank credit. Serra Verde began commercial production in early 2024 and produces neodymium, praseodymium, dysprosium and terbium, which are used in NdFeB magnets for military systems, electric vehicles and wind turbines. Output is targeted at about 6,400 tonnes of total rare-earth oxides annually by the end of 2027. A 15-year offtake agreement sets price floors and is expected to begin deliveries in the fourth quarter of 2026. The financing coincides with regulatory progress on USA Rare Earth’s $2.8 billion acquisition of Serra Verde, while the mine also has a $565 million loan commitment from the U.S. International Development Finance Corporation.
