Land Minister Kim Yun-duk and Seoul Mayor Oh Se-hoon failed to narrow their differences over the government’s plan to build a limited number of homes in areas of Yongsan Park previously used as military residential quarters. Kim supports discussing housing on land with limited park functions or a former residential use, while Oh opposes housing in principle and has said he cannot give up even a single centimeter of the park. The Aug. 26 meeting produced progress on Oh’s proposal to review the Tancheon Water Recycling Center in Gangnam District as an alternative site, potentially accommodating 13,000 homes on 390,000 square meters. The sides also remained apart over housing in the Yongsan International Business District, where the government targets 10,000 homes and Seoul estimates capacity at 8,000. Kim said Yongsan Park was never included in the government’s separate plan for 73,000 homes, whose sites are currently in Gyeonggi, though Seoul locations could be added later.
