South Korea plans to inject new capital into KEPCO and the Korea Water Resources Corporation to secure electricity and water for three mega-projects involving sectors such as semiconductors and artificial intelligence. The ruling Democratic Party and the Ministry of Planning and Budget agreed at a party-government meeting on the 2027 budget at the National Assembly on the 25th to concentrate spending on the projects and AI. Rep. Chung Tae-ho, the Democratic Party's secretary on the National Assembly's Special Committee on Budget and Accounts, said the party would create a dedicated semiconductor account to provide integrated support for making Korea a semiconductor powerhouse. The government has prepared a super-sized budget with total spending exceeding 800 trillion won next year, although it has not disclosed the budget's total scale or the specific capital injections. The funding could strengthen the state-owned companies' finances and expand KEPCO's capacity to issue corporate bonds. KEPCO had about 210.7 trillion won in consolidated debt at the end of June this year and a debt ratio above 400%. President Lee Jae-myung reiterated his support for expansionary fiscal policy, saying it was not the time to become bogged down in managing near-term fiscal figures.
