Waymo plans to launch fully driverless ride-hailing in Munich by the end of 2027, making Germany its first European Union market and its third market outside the United States after London and Tokyo. Testing will begin in the coming weeks with human-driven vehicles collecting mapping data, followed by validation with trained autonomous driving specialists inside the cars before a gradual transition to fully driverless operation. Waymo is working with Germany's Federal Motor Transport Authority and other government agencies to obtain the required permits. The company plans to start with a small fleet of all-electric Jaguar I-PACE vehicles, while competition from Uber, Wayve, Autobrains, Baidu Apollo, Volkswagen's MOIA, Verne and Pony.ai is intensifying across Europe. Waymo operates fully driverless services in 11 U.S. cities, completed about 15 million passenger trips in 2025 and raised $16 billion at a $126 billion valuation earlier this year.
