Huawei has proposed supplying approximately 2,000 AI accelerators for Egypt’s government data center tender, including 1,408 Ascend 950-series chips for an AI training cloud and 600 additional 950-series or 910B chips for two inference clusters. Huawei says it could deploy the infrastructure within 12 months. The U.S. State Department has approached Nvidia, AMD, Microsoft and other companies about a counter-consortium, while warning that unauthorized use of certain Huawei accelerators could bring legal sanctions. The bid, which includes surveillance-related systems developed with iFlytek, would be Huawei’s first overseas Ascend accelerator export if successful and could become the first direct U.S.-China competition for the same government AI data center project. The outcome will test Huawei’s production capacity, Washington’s semiconductor diplomacy in emerging markets and Egypt’s ability to preserve AI sovereignty amid a divided technology ecosystem.
