Russia’s production of petroleum products and coke fell 19.3% in July from a year earlier, according to Rosstat, narrowing from a 21.7% decline in June. Output rose 5.6% month on month, but production for the first seven months of the year was down 9.2% from the same period in 2025. Rosstat did not disclose absolute volumes. Ukrainian drone attacks have repeatedly targeted Russian refineries, including the Slavneft-YANOS facility in Yaroslavl Oblast, one of Russia’s five largest refineries with annual crude-processing capacity of approximately 15 million tonnes. By late June, the strikes had reduced Russia’s overall refining capacity by roughly 25% and contributed to a fuel-supply shortfall of about 15%, prompting rationing in at least 56 regions, including Moscow. Russian authorities legalized the sale of lower-grade fuels and sought to increase imports as agricultural and transport operators faced tighter diesel supplies.
