South Korea is advancing two separate regulatory tracks: a Korea Fair Trade Commission proposal for steeper sanctions on large retailers that abuse bargaining power over suppliers, and newly effective Ministry of Culture, Sports and Tourism anti-scalping rules for performance and sports tickets. The KFTC plan would allow fines of up to 10% of related supplier purchases when violation amounts cannot be calculated, raise penalty rates, and lift repeat-offender surcharges to as much as 100% over a five-year lookback. Separately, revised enforcement decrees now allow administrative fines of two to 50 times the amount tickets were sold for, criminal penalties of up to one year in prison or 10 million won, confiscation of illegal profits, and reporting rewards of up to half the fine capped at 50 million won, while movie and celebrity meet-and-greet tickets remain outside the rules.
