China’s National Development and Reform Commission urged the robot industry to avoid blind expansion and develop according to regional strengths as enthusiasm surged after the 2026 World Robot Conference and World Humanoid Robot Games. Li Chao, deputy director of the NDRC’s Policy Research Office, said the agency will use embodied-intelligence training grounds and application pilot bases to connect real-world testing with commercial demand. Revenue at above-scale robot industry enterprises exceeded 300 billion yuan ($44.6 billion) in 2025, while first-half revenue reached 165.5 billion yuan ($24.6 billion), up 24.5% year-on-year. The NDRC plans to expand real-machine data collection, support multiple model-development routes including vision-language-action models and world models, establish technical standards, and accelerate applications in manufacturing, healthcare, consumer, services and public safety. It also reported stronger performance in China’s integrated-circuit industry, a new logistics-network plan targeting a 13.1% logistics-cost-to-GDP ratio by 2030, and coal-fired power generation falling below half of total electricity generation in the first half of the year.
