Major League Baseball proposed limiting free-agent signings to two offseason windows, with the first opening on the Monday of the winter meetings, generally held in early December, and running through Dec. 21. A second window would open on the first Monday of February before spring training, while trades and free-agent additions would be barred between the periods. Negotiations could begin five days after the World Series, but contracts could not be signed until the first window. MLB said the proposal would depend on the players accepting a salary cap. The Major League Baseball Players Association rejected the plan as artificial and harmful to player leverage. MLB also proposed weekly Monday roster-setting, longer injured-list stays, fewer minor league options, a 14-pitcher limit and earlier Rule 5 draft eligibility.
