OUT has become the first reported builder-deployed outcome exchange registered through Hyperliquid's HIP-4 framework, with a block explorer transaction confirming on-chain deployment under that name. HIP-4 lets deployers create markets from validator-approved templates, including YES/NO contracts, without seeking approval for each individual market, though Hyperliquid's documentation currently labels permissionless deployer actions as testnet-only and multi-outcome support was not part of the initial mainnet release. HIP-4 contracts are fully collateralized, settle in a fixed range at expiration, and operate without leverage, funding rates, or liquidations, trading through HyperCore alongside spot, perpetual, and HIP-3 markets. The OUT transaction does not show whether markets have opened for live trading, and no separate announcement detailing liquidity or activity was available. Earlier HIP-4 mainnet products included recurring Bitcoin binary contracts and a U.S. CPI market, while U.S. access remains constrained by event-contract regulation and Hyperliquid has not said OUT is CFTC-registered or available to U.S. users.
