Ukraine plans to increase daily long-range drone launches from more than 300 to 1,000, President Volodymyr Zelenskyy said on August 28 after a Supreme Commander-in-Chief Staff meeting. The announcement followed a Russian jet-powered Shahed drone attack in the Kyiv region that killed between 27 and 37 civilians and injured others. Ukrainian authorities opened a criminal investigation into explosives stored near residential areas, indicating that secondary detonations may have worsened the damage. During the night of August 29-30, a reported Ukrainian drone strike set fire to Russia’s Kirishi oil refinery in Leningrad Oblast, more than 800 kilometers from Ukraine’s border. Governor Alexander Drozdenko said 42 drones were intercepted, while Ukrainian sources reported direct hits, visible damage and a subsequent fire; no casualties were reported. Operated by Surgutneftegaz, Kirishi processes approximately 17.5 million to 18 million tons of crude annually, or roughly 6%-7% of Russia’s refining capacity, and supplies refined fuel for export through Baltic Sea ports. The facility was reportedly targeted for the third time in 2026 after March and May attacks. Zelenskyy has framed strikes on Russian oil infrastructure as economic pressure, saying they are reducing fuel supplies and export revenues, while the staff meeting also prioritized development of Ukraine’s interceptor fleet and diplomatic activity continued between Washington and Moscow.
