The Defence, Security and Resilience Bank (DSRB) has secured about €5 billion in commitments from nine supporting countries, according to people involved in the project, as Canadian Prime Minister Mark Carney backs plans for a global lender for defence investment. The bank, which will be based in Canada, aims to raise around €100 billion ($116 billion), including about €20 billion in paid-in capital and a further €80 billion available when needed. It would provide low-cost loans to governments and defence contractors, as well as guarantees for lenders financing smaller, riskier firms. Albania, Belgium, Greece, Latvia, Luxembourg, Romania, Turkey and Ukraine have joined Canada in pledging support. Germany and Britain have not committed, while Japan says no decision has been made, raising questions about whether the institution can secure a triple-A rating and achieve the lowest funding costs. Canada says it is working with allies on Articles of Agreement ahead of a charter signing planned for the autumn. The project faces concerns over capital requirements, governance, project selection and overlap with the EU's €150 billion SAFE programme and Britain's proposed Multilateral Defence Mechanism. Larger countries have been asked to contribute around €1 billion, payable over three years, while supporters argue the bank could channel defence spending into technology, manufacturing, jobs and supply-chain development. Canada is prepared to launch with the current supporters, with other countries able to join later. About a dozen banks, including JPMorgan and Deutsche Bank, have provided about $10 million in funding or in-kind services, while the DSRB seeks the sovereign backing needed to support its planned rating.
