Former Mississippi Attorney General Mike Moore, a central figure in the $246 billion 1998 tobacco master settlement, is helping state attorneys general develop language for a potential industry-wide agreement involving Meta, TikTok and Google's YouTube. Meta agreed this week to pay almost $17 billion in a settlement with state attorneys general who accused it of misrepresenting the mental-health damage linked to Facebook and Instagram and knowingly creating addictive features for children and teenagers. The agreement includes daily usage limits, nighttime blocks for teenagers, enhanced age-assurance measures, additional parental tools and five years of monitoring by an independent auditor. Moore's nonprofit, Attention Initiative, is advocating for a national public education and prevention fund. The settlement followed just over a week of a federal trial in Oakland, California, led on the plaintiff side by California Attorney General Rob Bonta. Bonta described the agreement as a starting point rather than a limit, while numerous cases involving school districts, cities, counties and states remain unresolved. Experts caution that social media differs from tobacco because technology evolves rapidly, platforms vary widely and age controls can be bypassed. Potential remedies also face questions involving free speech, artificial-intelligence chatbots and the difficulty of coordinating competing technology companies. Moore has begun discussing draft settlement language with attorneys general and is working with the Truth Initiative and Attention Initiative, but declined to provide further details.
