Korea Railroad Corporation (KORAIL) and SR will operate as a single high-speed rail network from September 1 after clearing review by the Fair Trade Commission and completing the required legal and administrative procedures. KTX and SRT services will be consolidated under KTX, with capacity increasing by about 15,000 seats on weekdays and up to 17,000 on weekends. Services on the Suseo line will gain roughly 30% more seats. KTX fares will be reduced by an average of 10% to match SRT levels, while passengers using Suseo line services will receive mileage worth 5% of their fares. KORAIL will temporarily establish an integration management division with autonomous authority over SR operations for up to three years, review progress after one year and determine its continuation based on integration and organizational stability. SR employees will transfer to KORAIL with existing working conditions intact, while employment arrangements, assignments, pay and benefits will be settled through labor-management talks. From next year, the government and KORAIL plan to phase in 31 eight-car high-speed trainsets with 500 seats each. Authorities will monitor the financial gains and cost savings from the merger while conducting joint safety inspections and maintaining an emergency response team through year-end.
