FIXER shares rose ¥28 to ¥370 in morning trading on August 31 after Soka City in Saitama Prefecture announced the adoption of Sovereign GaiXer following the market close on Friday, August 28. The deployment is the first of its kind by a municipality anywhere in Japan. Sovereign GaiXer is an on-premise generative AI service, meaning AI operated on dedicated in-house equipment, that keeps data within a fully closed environment at government premises. FIXER supplies the product as an integrated package combining Japanese-language software and dedicated hardware for enterprises and government agencies. Soka City had previously barred staff from entering personal information and other sensitive data into generative AI tools because public-cloud services create concerns over external data transmission. The new deployment allows the city to use AI for tasks such as drafting meeting minutes containing personal information, developing plans from confidential documents and preparing preliminary internal-regulation drafts. The case may provide a model for other municipalities, although higher implementation costs and operating burdens than cloud alternatives leave cost-effectiveness as a key issue, particularly for smaller-budget local governments.
