German drone maker Quantum Systems gained an early foothold in the United States with help from In-Q-Tel (IQT) and other U.S. investors, Co-CEO Sven Kruck told Reuters. Their networks helped the company access Washington and secure reconnaissance work with the Central Intelligence Agency and Federal Bureau of Investigation. The contracts generated modest revenue but strengthened Quantum's credibility, contributing to its position as one of Europe's largest defense startups, valued at approximately $8 billion. Quantum sells reconnaissance, attack and interceptor drones to Ukraine, Germany and other countries. Because it cannot sell technology developed in the United States abroad without Washington's approval, the company has factories and staff in the country. IQT, a CIA-linked venture firm whose investments are often below $3 million, is expanding in Europe's dual-use technology sector, prompting concern that strategically important companies could become more closely tied to U.S. interests. The development underscores Europe's reliance on American capital and defense networks even as governments pursue greater autonomy, data sovereignty and expanded domestic defense production.
