The U.S.-backed Venezuelan oil partnership with North American Blue Energy Partners (NABEP) is projected to need about $100 billion in capital investment over coming years to build infrastructure and lift output, yet the source of that money remains the central unanswered question. A U.S. official said Washington is making zero investment of dollars and is focused on ensuring U.S. backing helps NABEP attract private capital, while the government receives a 35% equity stake plus rights to buy 20% of crude at production cost and the remaining 80% at market prices if desired. The fields hold an estimated 65 billion barrels—roughly one-fifth of Venezuela’s 303 billion barrels of reserves—and more proven reserves than the entire United States. The administration calls Betancourt a proven operator and notes NABEP is already Venezuela’s second-largest private producer and aims to surpass Chevron, which produces about 300,000 barrels a day and is expected to detail further investment; the package also shifts acreage previously tied to Russian and Chinese firms, even as questions persist over Betancourt’s past European investigations and the speed of infrastructure repair.
